I completely understand the guidelines and do not disagree with zero tolerance however the ramification in many cases does not fit the crime. A six year old that breaks the rules with no intent or malice was exactly that. a six year old with few reasoning skills.

EAch case must be evaluated individually. 6 year olds have no reasoning skills. Ramifications should be different based on the case.
